What this amendment would do
SA 4852, submitted by Mr. KELLY, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and establishes budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a section to title III regarding a deficit-neutral reserve fund aimed at lowering the cost of food for American consumers.
It aims to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.
These actions are permitted for legislation intended to lower food costs for American consumers, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
