What this amendment would do

SA 4851, submitted by Mr. Kelly, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to protect small businesses against cost increases associated with specific tariffs. These tariffs are linked to various Proclamations and Executive Orders listed in the text.

To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees.
  • Revise aggregates and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
