What this amendment would do

SA 4848, submitted by Ms. Duckworth and Mr. Booker, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to:

  • Reduce wasteful appropriations for U.S. Immigration and Customs Enforcement.
  • Allocate those additional amounts to require President Donald Trump to fulfill a promise made on August 29, 2024.
  • Ensure that the government or insurance companies pay for all costs associated with IVF treatment.

This change allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for related legislation, provided it does not increase the deficit between fiscal years 2026 and 2035.
