What this amendment would do

SA 4847, submitted by Ms. Hirono, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that focuses on:

  • Lowering energy costs for consumers.
  • Reducing U.S. dependence on imported energy.
  • Accelerating clean energy technologies, including renewable energy, through research, development, demonstration, and deployment.
  • Strengthening clean energy manufacturing supply chains.
  • Improving electricity transmission and distribution.
  • Encouraging energy efficiency.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
