What this amendment would do

SA 4846, submitted by Ms. Hirono, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III.

It aims to change the bill by allowing the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislation, amendments, or reports.

This applies to actions intended to increase Federal revenue by removing obstructions by the Secretary of the Interior regarding the permitting of solar and wind projects on Federal land. This is permitted as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
