What this amendment would do

SA 4845, submitted by Ms. Hirono, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for Department of Defense energy resilience. It allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation that focuses on:

  • Improving mission readiness of the Department of Defense.
  • Improving energy resilience of Department infrastructure.
  • Mitigating impacts from climate change or associated events.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
