What this amendment would do

SA 4844, submitted by Mr. Hickenlooper, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to address the impacts of tariffs on consumers and small businesses.

Specifically, it would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions are intended to support legislation that ensures consumers and small businesses get immediate refunds for tariffs imposed by the President that increased costs. This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
