What this amendment would do
SA 4841, submitted by Mr. Hickenlooper, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on the oversight and accountability of Senate-confirmed national security personnel.
Specifically, it allows the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation that focuses on:
- The oversight and accountability of Senate-confirmed personnel within the Department of Defense and the intelligence community.
- Strengthening oversight of the professional fitness of senior leadership.
- Establishing accountability mechanisms for decisionmaking-readiness.
- Enhancing performance standards.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
