What this amendment would do

SA 4840, submitted by Mr. Hickenlooper, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to reallocate $70,000,000,000 in funding from U.S. Immigration and Customs Enforcement to alleviate cuts made to Medicaid in the One Big Beautiful Bill Act.

To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees or committees.
  • Revise aggregates and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for related bills, joint resolutions, amendments, motions, or conference reports.

This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
