What this amendment would do
SA 4835, submitted by Mr. HICKENLOOPER, aims to add a section to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to address the impacts of drought in the western United States. These impacts may include:
- Increases in wildfire risk
- Decreases in water supply availability
This would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to these issues, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
