What this amendment would do
SA 4834, submitted by Mr. Hickenlooper, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to address the impacts of drought in the western United States.
The amendment would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
These actions apply to bills, joint resolutions, amendments, motions, or conference reports regarding western United States drought impacts, which may include:
- Increases in wildfire risk.
- Decreases in water supply availability.
This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
