What this amendment would do

SA 4833, submitted by Mr. KIM, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation that supports affordable housing (specifically the access to, creation of, and investment in it):

  • Revise allocations of committees or committees.
  • Revise aggregates and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
