What this amendment would do

SA 4832, submitted by Mr. KIM, aims to add a section to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund regarding voting access for veterans.

It allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative items such as bills, joint resolutions, amendments, motions, or conference reports.

These adjustments must relate to voting access, which can include protecting voting access for members of the Armed Forces by ensuring voter eligibility verification requirements do not create unnecessary or impractical documentary burdens.

The amendment specifies that this is allowed as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
