What this amendment would do
SA 4831, submitted by Mr. KIM, aims to add a deficit-neutral reserve fund regarding mail ballot access to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make adjustments to the pay-as-you-go ledger, aggregates, and committee allocations for legislation related to mail ballot access.
Specific types of legislation included are:
-
Legislation that prohibits requirements for States to send a list of all eligible voters to the United States Postal Service before an election.
-
Legislation that protects personal data from unnecessary disclosure and collection by the United States Postal Service before an election.
This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
