What this amendment would do

SA 4828, submitted by Mr. KIM, aims to add Section 3003 to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support immigration judges. Specifically, it allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation focused on:

  • Training, funding, and hiring practices that encourage judges to follow due process.
  • Ensuring unbiased judgements that align with current immigration laws.
  • Resisting political pressures that could influence judicial relief in immigration cases, such as asylum requests.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
