What this amendment would do
SA 4826, submitted by Mr. Blumenthal, Mr. Gallego, Ms. Hirono, and Mr. King, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to provide combat-injured military retirees with their full military benefits. It allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that enhances benefits for combat-injured veterans.
Specifically, the amendment mentions that this may include legislation to:
- Ensure veterans receive Department of Veterans Affairs disability compensation and Department of Defense retirement payments at the same time.
- Eliminate the offset of Department of Defense retirement payments and Department of Veterans Affairs disability compensation for veterans with a combat-related disability who were medically retired from the Armed Forces.
This is provided that the legislation does not increase the deficit from fiscal years 2026 through 2035.
