What this amendment would do

SA 4825, submitted by Mr. Blumenthal and others, aims to change the concurrent resolution S. Con. Res. 33. It proposes to strike titles II and III and replace them with new provisions.

  • Reconciliation: It requires the Committee on Armed Services in both the House of Representatives and the Senate to report changes in laws within its jurisdiction by May 15, 2026. These changes must increase the deficit by no more than $13,000,000,000 for fiscal years 2026 through 2035.

  • Reserve Funds: It creates a deficit-neutral reserve fund for providing combat-injured military retirees with full benefits. This allows the Chairman of the Committee on the Budget of the Senate to adjust allocations and the pay-as-you-go ledger for legislation that enhances benefits for combat-injured veterans. This includes legislation to eliminate the offset of Department of Veterans Affairs disability compensation and Department of Defense retirement payments for those medically retired with a combat-related disability, as long as the deficit does not increase from 2026 through 2035.
