What this amendment would do
SA 4823, submitted by Ms. Hirono and Mr. Van Hollen, aims to add a section to title IV of S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This means it would prohibit the consideration of any bill, joint resolution, amendment, or conference report reported under section 2002 if that legislation does not decrease child care costs for parents.
To bypass this restriction, the Senate would require an affirmative vote of three-fifths of the Members to:
- Waive or suspend the point of order.
- Sustain an appeal of the Chair's ruling regarding the point of order.

- 1 Cosponsor added.
