What this amendment would do

SA 4822, submitted by Ms. Hirono and Mr. Van Hollen, aims to add a section to title IV of S. Con. Res. 33.

The purpose of this amendment is to create a point of order in the Senate. This means it would stop the consideration of any reconciliation bill, joint resolution, amendment, or conference report that does not increase federal funding for the following:

  • Before-school programs
  • After-school programs
  • Summer programs

These programs must be for elementary and secondary school students.

To waive or suspend this rule, or to sustain an appeal of the Chair's ruling, an affirmative vote of three-fifths of the Members of the Senate is required.
