What this amendment would do
SA 4821, submitted by Ms. Hirono and Mr. Van Hollen, aims to add a new section to title IV of S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate. This would prevent the consideration of certain bills, joint resolutions, amendments, or conference reports that do not increase Federal funding for:
- Low-income students
- Students with disabilities
To waive this rule or sustain an appeal of the Chair's ruling, an affirmative vote of three-fifths of the Members of the Senate is required.
