What this amendment would do
SA 4820, submitted by Ms. Hirono and others, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for preserving and expanding the Federal Pell Grant program.
It allows the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation related to the program:
- Revise committee allocations, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger.
This is permitted as long as the legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
