What this amendment would do

SA 4818, submitted by Ms. Hassan, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for overturning broad-based tariffs on imports from Canada.

It allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations and aggregates.
  • Adjust the pay-as-you-go ledger for related legislation.

This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
