What this amendment would do

SA 4817, submitted by Ms. Hassan, is an amendment to S. Con. Res. 33. This resolution sets the federal budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to title III of the resolution.

This addition aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions apply to legislation, such as bills or amendments, that relate to restoring the enhanced premium assistance tax credits for 3 years, as long as that legislation does not increase the deficit between fiscal years 2026 and 2035.
