What this amendment would do
SA 4814, submitted by Mr. Coons, aims to add a deficit-neutral reserve fund to the end of title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation focused on expanding affordable health care coverage. This includes:
- Reinstating the Affordable Care Act-enhanced premium tax credits.
- Removing red tape barriers enacted by President Trump that prevent people from enrolling in the Affordable Care Act coverage and Medicaid.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
