What this amendment would do

SA 4813, submitted by Mr. COONS, aims to add a section to title III of S. Con. Res. 33 to create a deficit-neutral reserve fund relating to lowering energy costs.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation related to lowering energy costs:

  • Revise allocations of committees or committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

Examples of goals for this legislation include ensuring the Low Income Home Energy Assistance Program is fully funded or has enough staffing to meet its objectives.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
