What this amendment would do
SA 4812, submitted by Mr. Coons, aims to add a deficit-neutral reserve fund to the end of title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation focused on making housing in the United States more affordable.
This includes providing funding for cost-effective and proven programs to increase the supply of affordable homeownership and rental homes, specifically:
- HOME Investment Partnerships Program
- Community Development Block Grant Program
The amendment specifies that these adjustments can be made as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
