What this amendment would do
SA 4811, submitted by Mr. COONS, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund to expand access to affordable child care.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation that expands affordable child care.
Examples of the types of legislation this would cover include:
- Expanding the child and dependent care tax credit.
- Increasing funding for the Child Care and Development Fund.
- Investing in early childhood education workforce development or apprenticeship programs to increase child care providers in the United States.
This is permitted as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
