What this amendment would do

SA 4810, submitted by Mr. Coons, aims to add a new section to the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to honor commitments to Afghan nationals who directly supported United States Armed Forces and are currently in danger because of that support.

To achieve this, the amendment would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These changes are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
