What this amendment would do
SA 4809, submitted by Mr. Coons and Ms. Warren, aims to add a new section to the budget resolution. Its purpose is to create a deficit-neutral reserve fund to support laws that make sure immigration enforcement agencies follow the law.
The amendment seeks to add the following to the bill:
- A way for the Senate Budget Committee Chairman to adjust budget levels and the pay-as-you-go ledger for legislation focused on immigration agency compliance.
- Support for creating a mechanism for lasting cultural change, which includes setting up an independent commission to handle accountability, transparency, and oversight.
- A requirement that any legislation using this fund must not increase the deficit between fiscal years 2026 and 2035.
