What this amendment would do

SA 4808, submitted by Mr. Hickenlooper, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to:

  • Protecting the access of public health experts to immigration detention facilities.
  • Preserving the ability to access health records of detainees.
  • Investigating disease outbreaks when they happen.

This would allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation regarding these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
