What this amendment would do

SA 4807, submitted by Mr. Hickenlooper, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to prohibiting the use of funds appropriated by the bill for the following:

  • Purchasing or operating warehouses to detain noncitizens.
  • Carrying out other immigration enforcement activities.

This would allow the Chairman of the Senate Committee on the Budget to adjust committee allocations, aggregates, other levels, and the pay-as-you-go ledger for legislation regarding these prohibitions, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
