What this amendment would do

SA 4804, submitted by Mr. Hickenlooper, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund relates to prohibiting Department of Homeland Security officers and agents from conducting immigration enforcement functions within 1,000 feet of the following locations:

  • Medical or mental healthcare facilities
  • Public or private schools
  • Recreational facilities for children
  • Child care facilities
  • Places of worship

This change allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation regarding these prohibitions, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
