What this amendment would do

SA 4803, submitted by Mr. Hickenlooper, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that:

  • Prohibits U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection officers from wearing masks during immigration enforcement operations.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
