What this amendment would do

SA 4802, submitted by Mr. Murphy, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund regarding wagers on military action.

This change allows the Chairman of the Senate Committee on the Budget to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for items such as bills, joint resolutions, amendments, motions, or conference reports.

The amendment specifically targets legislation that prohibits wagers on military action, including those made by people in the United States using foreign platforms. These adjustments are allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
