What this amendment would do
SA 4801, submitted by Mr. Murphy, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund regarding the prohibition of transferring certain executive airlift aircraft to nongovernmental entities without reimbursement.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation that:
- Prohibits the transfer of an executive airlift aircraft under foreign registry to a nongovernmental entity.
- Requires that entity to reimburse the United States Government for the aircraft replacement cost and the value of any refurbishment done before the transfer.
- Ensures such legislation does not increase the deficit between fiscal years 2026 and 2035.
