What this amendment would do

SA 4800, submitted by Mr. Murphy, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to handle legislation that prohibits transferring executive airlift aircraft that were under foreign registry to nongovernmental entities.

Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for related bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
