What this amendment would do

SA 4799 is an amendment proposed by Mr. Schumer, Ms. Alsobrooks, Mr. Kim, and Mr. Lujan to be added to the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to add a section to title IV that creates a point of order against reconciliation legislation. Specifically, it aims to change the process by ensuring it is not in order for the Senate to consider:

  • A bill or joint resolution reported pursuant to section 2002.
  • An amendment to, conference report on, or amendment between the Houses regarding such a bill or joint resolution.

This applies if the legislation does not lower out-of-pocket health care costs.

To waive or suspend this point of order, or to sustain an appeal of the Chair's ruling, an affirmative vote of three-fifths of the Members of the Senate is required.
