What this amendment would do
SA 4798, proposed by Mr. Lujan and other members, aims to add a section to the budget resolution regarding a deficit-neutral reserve fund relating to grocery costs.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for items such as bills, joint resolutions, amendments, motions, or conference reports that relate to grocery costs.
This includes the possibility of decreasing costs for families by reversing cuts to the supplemental nutrition assistance program. These actions are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
