What this amendment would do

SA 4797, submitted by Mrs. Shaheen, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation focused on restoring tax credits to help families and businesses lower energy bills.

Specifically, this may include restoring:

  • Tax credits for energy efficiency improvements.
  • Tax credits for new energy efficient homes.
  • Tax credits for home clean energy production.
  • Deductions for energy efficiency in commercial buildings.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
