What this amendment would do
SA 4796, submitted by Mrs. Shaheen, aims to add a section to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to ensure that small businesses can have refunds for unlawful tariffs processed as easily and quickly as possible.
This may include:
- Using information already possessed by U.S. Customs and Border Protection for automatic refunds.
The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation related to these refunds, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
