What this amendment would do
SA 4795 is an amendment proposed by Mrs. Shaheen, Ms. Baldwin, Ms. Alsobrooks, and Mr. Warnock to be added to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to help restore health care access and affordability for Americans. It aims to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation that focuses on:
- Restoring enhanced advanced premium tax credits, which the text states the loss of has caused insurance premium hikes for 24,000,000 Americans and the loss of coverage for 4,000,000 Americans.
- Ensuring changes do not lead to decreased affordability, reduced benefits, or lower coverage rates for people using private insurance markets.
This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
