What this amendment would do
SA 4794, proposed by Mr. Hawley, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes would apply to legislation, such as bills or amendments, that relates to extending the prohibition on Federal payments to abortion providers under the Medicaid program.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
