What this amendment would do
SA 4793, submitted by Mrs. Shaheen, aims to add Section 3003 to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for international food assistance and nutrition programs.
It allows the Chairman of the Committee on the Budget of the Senate to make the following changes:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes apply to legislation, such as bills or amendments, that relate to international food assistance and nutrition programs. This includes legislation that would:
- Prevent funding cuts for these programs.
- Ensure food and nutrition commodities, including those from United States farmers and producers, are available to food insecure beneficiaries.
This is permitted as long as the legislation does not increase the deficit for fiscal years 2026 through 2035.
