What this amendment would do
This amendment was submitted by Mr. Schatz, along with Mr. Whitehouse and Mr. Heinrich. Its purpose is to add a deficit-neutral reserve fund relating to American housing affordability to the concurrent resolution.
To put it in plain English, this amendment allows the Chairman of the Senate Committee on the Budget to change financial levels and targets for future legislation. These changes can be made for bills, resolutions, or amendments that deal with making American housing more affordable.
The text specifically notes that this can include making communities more resilient to extreme weather and disasters, such as wildfires, floods, and hurricanes.
There is one big catch that we should hold our officials accountable to: any legislation passed using this fund must not increase the deficit over the total period of fiscal years 2025 through 2034.
