What this amendment would do
This amendment, submitted by Mr. Kaine to bill S. 1383, aims to remove certain duties from specific baby and infant-related products.
Changes and Additions
The amendment adds a section to exempt the following items from duties imposed under section 122 or 301 of the Trade Act of 1974 on or after February 20, 2026:
- Car child safety seats (reporting numbers 9401.80.6021 or 9401.80.6023)
- Diapers (reporting number 9619.00.1530)
- Cribs (reporting number 9403.89.6003)
- Strollers (subheading 8715.00.00)
It also requires the Commissioner of U.S. Customs and Border Protection to refund these duties, with interest, to importers within 180 days after the Act is enacted. This includes the authority to reliquidate entries that were liquidated before the Act's enactment to facilitate those refunds.
The exemption is set to end 2 years after the date the Act is enacted.
