What this amendment would do
SA 4690, submitted by Mr. Kaine, aims to add a section to bill S. 1383 regarding exemptions from certain import duties for member countries of the North Atlantic Treaty Organization.
-
Duty Exemption: It proposes that any duty imposed under section 122 or 301 of the Trade Act of 1974 on or after February 20, 2026, will not apply to articles imported from NATO member countries.
-
Refunds: The Commissioner of U.S. Customs and Border Protection would be required to refund, with interest, all such duties paid to importers within 180 days after the Act is enacted. This includes reliquidating entries that were liquidated before the Act's enactment to facilitate these refunds.
-
Duration: The exemption is set to terminate 2 years after the date the Act is enacted.
