What this amendment would do

SA 4486, submitted by Mr. Kaine, aims to add a section regarding Federal Personnel Matters to bill S. 1383.

The amendment proposes the following changes:

Reappointment: Federal agencies must reappoint any veteran who was removed from a position via a reduction in force between January 20, 2026, and the day before the Act is enacted. This must happen within 60 days of the enactment date.
Prohibition: Once the Act is enacted, Federal agencies are prohibited from removing any employee who is a veteran through a reduction in force.
