What this amendment would do

This amendment, submitted by Mr. Kaine, proposes to add the Fair Housing Improvement Act of 2026 to bill S. 1383.

The purpose of this amendment is to change the Fair Housing Act and the Civil Rights Act of 1968 to prohibit housing discrimination based on the following:

  • Source of income, which includes things like housing vouchers, Social Security benefits, court-ordered support, and other lawful funds.
  • Veteran status, defined as being a former member of the Armed Forces.
  • Military status, defined as being a member of the uniformed services.

The amendment adds these protections to several sections of the law and specifies that entities are still allowed to provide services or assistance to people receiving government housing aid.

Additionally, it updates the certification period for agencies, giving them 40 months from the date of enactment to meet certification requirements, with a possible 6-month extension for exceptional circumstances.
