What this amendment would do
SA 4460, submitted by Mr. Kaine, aims to add a section to bill S. 1383 that limits the use of the United States Armed Forces against Iran.
The amendment seeks to change the current landscape by requiring explicit congressional authorization before the United States Armed Forces can deploy personnel, engage in hostilities, or conduct operations within or against Iran, with the exception of intelligence, surveillance, and reconnaissance operations.
The amendment includes specific exceptions to ensure the United States can still:
- Defend against armed attacks on the United States, its personnel, or its facilities in other nations.
- Collect, analyze, or share intelligence regarding threats from Iran or its proxies with other nations, international organizations, and the State of Israel.
- Assist the State of Israel and other nations with defensive materiel support or defensive measures to protect their territory from retaliatory attacks by Iran or its proxies.
Additionally, this amendment does not supersede the War Powers Resolution and includes a sunset provision where the limitation terminates 5 years after the Act is enacted.
