What this amendment would do
SA 4450, submitted by Mr. Padilla and Mr. Whitehouse, aims to add a section to bill S. 1383 titled "No Rewards for January 6 Rioters."
The purpose of this amendment is to stop the use of federal money to pay people who were prosecuted for the attack on the U.S. Capitol on January 6, 2021. This includes people who were prosecuted and later pardoned.
Specifically, the amendment seeks to change the bill by adding the following:
-
Funding Restrictions: It prohibits the use of any federal funds, including victim compensation funds or the "Judgment Fund," to compensate these individuals. It also bans the creation of any new compensation fund for them.
-
No Refunds: It prevents the U.S. Treasury from refunding any fines, special assessments, or restitution paid by those convicted for their involvement in the attack, even if they were later pardoned.
-
Fund Transfer: It requires the Secretary of the Treasury to transfer those specific funds to the Architect of the Capitol.
